How do we know when Nova Scotia will open Category B again ? Can we track it some way or the other ?

Hi, this service is great. But, it is usually a dream to be accepted. I have applied for the express entry once. Although I am eligible to come to work in Canada, the attorney service is very expensive, 1990 dollars for anyone else.
If only accepted like usa greencard, it would be easier I guess.
