You wrote :
”IRCC has a target to welcome 20,000 parents and grandparents as new permanent residents in 2017. As the target for 2017 is 10,000 applications, there are spaces remaining in order to allow IRCC to continue to clear the backlog of applications from previous years.”
In the response from IRCC I have received the following :
“Due to the small target received in 2017 , the PGP applications processing time is increased now from 6-8 months to 12-18 months .”
Our application is sitting unopened yet since February 2017 .
Is there any sense you wrote in your article and in the response to me from IRCC?

Wonder why the people who do this for their living ( and the pay) did not know.

Please do following for next year :
1. Declare the eligibility rules on top of the form , ask applicant to read and sign electronically that they qualify as of application date and define the penalty for wrong information Immediately after that ask for the address and name of the applicant ( if possible SIN) and ask to upload scan of photo identity.
2. Ask for credit card information so that as soon as the application is selected the fee will be charged.

3. For 2017, you must send email to only remaining 85k applicants of 2017 to apply again based on above 2 points , you may not then need to do lottery ! Respondent will not be more than 9k.

I don’t think that this kind of process would have worked in first place. IRCC should have formed a different mechanism where thet should have made online tool to calculate whether an individual is eligible to apply or not like asking for overall household income etc. Once you meet those criteria, then only you receive a number to put in the draw, ratherthan giving access to everybody and put burden on IRCc to go through 95k applicants and then come to know that 90% of them are not even eligible
